Applying for authorisation for an aviation event

If you want to organise an aviation event, you will need a permit. Aviation events are public events, competitions or demonstrations involving aircraft.

Details

Prerequisite

You must prove the flying expertise of the event organiser by means of suitable documents.

Procedure

You must apply for authorisation in writing. You can download the application form from the Internet.

Once the documents have been received, the Stuttgart Regional Council will consult with German Air Traffic Control (DFS) and the public interest organisations. It is therefore essential to submit the intended flight programme with the application. Subsequent changes can no longer be taken into account.

If the comments do not give rise to any objections and all other requirements are met, you will receive authorisation in the form of a written decision.

Deadlines

  • at least eight weeks before the start of the event: application with the provisionally planned flight programme
  • no later than eight days before the start of the event: the final flight programme with the names of the participants and the registration numbers of the participating aircraft.

  • scaled map of the site with entry
    • the demonstration area,
    • the spectator line and
    • the locations of the emergency services and fire brigade
  • Safety concept or emergency plan
  • Minutes of discussions with the fire brigade or rescue services
  • Proof of organiser's liability insurance
  • if entrance fees are charged: Proof of ground accident insurance
  • Proof of regular training of the participating aerobatic pilots
  • Presentation of the planned aerobatic programme
  • if the organiser is not also the aerodrome operator: consent of the aerodrome operator
  • for other aerodromes: Proof of the right of use
  • if the event takes place outside an aerodrome:
    • Map at a scale of 1:25000 and
    • Site plan at a scale of 1:1500 to 1:5000 with the event site marked
      The plan must show the location and dimensions of the event site as well as the locations of the emergency services and medical personnel, car parks and barriers.
    • Expert opinion on the suitability of the event site
  • at the request of the competent authority: additionally
    • special flight operations instruction regarding the event
    • Pilot's licences or copies of the pilot's licences of the participating pilots
    • Agreements of the organiser with
      • the pilots or air carriers involved,
      • other parties involved in the flight demonstrations in the air and on the ground and
      • the liability and accident insurers

Costs

Between EUR 50.00 and EUR 10,300, depending on the size of the event

Miscellaneous

You do not need a licence for aviation events with model aircraft and non-motorised aerial sports equipment if these

  • are subject to a traffic authorisation requirement and
  • do not carry passengers,
  • if they are taking part within the scope of an ascent permit that has already been issued.
